KATHMANDU, AUG 09 - Minister for Home Affairs Bam Dev Gautam has said that notorious criminal Dinesh Adhikari alias “Chari” had died in crossfire with the police.
Deputy Prime Minister Gautam, a CPN-UML vice-chairman, maintained that Adhikari had opened fire at the police who had stopped him near Bhimdhunga. He was apprising the House on the killing of Adhikari as directed by Speaker Subas Nembang on Thursday following objection, mainly from CPN-UML, lawmakers over the police action.
Adhikari, according to Gautam, faced several criminal charges including arms possession. The home minister also told the House that the police were on the lookout for the notorious criminal on the charge of threatening two individuals.
Gautam also informed the House that the Home Ministry was collecting further information about the killing. However, UML lawmaker Rajendra Pandey, who represents Adhikari’s home district Dhading, objected to the reply furnished by the home minister charging that the response sounded like a “police report”.
“I had demanded an inquiry into the killing. But nothing has happened towards that end,” said Pandey, adding that the event would not die down. Speaker Nembang repeatedly reminded Pandey that there was no provision to comment on the response.
Meanwhile, some visitors applauded when Pandey made his remarks in Parliament. They were later taken out of the House by marshals.

28 May, Kathmandu: SSP Ramesh Kahrel is a celebrity and there has been much talk of the town about him due to many reasons; from his action against goons to his anti-corruption statement, and many others.
For making a statement on Saturday at an anti-corruption campaign in the capital, SSP Kharel has been dragged into controversy once again. He said: “Dear Minister (the program was also attended by Foreign Affairs Minister Mahendra Bahadur Pandey) do not pick those corrupt DIGs for their promotion into the AIG of Nepal Police. They have visited the power-centers by taking briefcases with full of money. They are opportunists.”
On the basis of the statement, the Home Ministry is seeking Election Commission’s consent to transfer the Chief of Kathmandu Police SSP Kharel to the Human Resource Department of Nepal Police Headquarters. The government should get a nod from the election commission for the recruitment, promotion and transfer of government officials after the enactment of the Election Code of Conduct.
Home Secretary Surya Silwal, who was recently brought in the Home Ministry for being the UML supporter, has also seconded Gautam’s move against SSP Kharel. Gautam was of the argument that the June 22 constituent assembly by-election to be held in Kathmandu Constituency-2 would not be in UML’s favor if Kharel was not ousted from the existing office.
It is learnt that Home Minister and UML leader Bamdev Khanal is not very happy with SSP Kharel due to latter’s bold action against goons—mostly politically backed.
But, the Chief Election Commissioner Nilkantha Upreti, Commissioner Ayodhi Prasad Yadav and Commissioner Ila Sharma are learnt to have opposed the idea of Kharel’s transfer.
Likewise, a large number of facebook user youths and some RTI activists have condemned the government’s move to transfer SSP Kharel just by he made anti-corruption statement.

KATHMANDU, MAR 20 -Bowing to intense pressure from the opposition parties, the government on Thursday slashed the prices of petroleum products by more than 50 percent on the revised rates, except on aviation fuel.
The Legislature-Parliament which was halted for two consecutive days over the recent hike in fuel prices resumed immediately after the government decided to readjust the prices.
Informing the House about the government decision, Minister for Forests and Soil Conservation Mahesh Acharya said the price of petrol has been reduced by Rs 5.5 per litre and Rs 3.5 each in diesel and kerosene. The latest revision means petrol will now cost Rs 134.50 per litre, while diesel and kerosene will cost Rs 105.50 per litre each. The new price will come into effect from Friday.
Earlier on March 14, following government consent, the Nepal Oil Corporation (NOC) had hiked the price of petrol by Rs 10 per litre and diesel and kerosene by Rs 6 per litre each.
However, the price of aviation turbine fuel has remained unchanged. The government had increased the price of aviation fuel by Rs 6 per litre for domestic airlines and $100 per kilolitre for international carriers.
The government has asked Speaker Subas Nembang to institute a parliamentary committee to study and recommend reforms at the NOC, and submit a report within 30 days. The committee will also deal with the prices of other essential items such as milk, potable water and ration.
Minister Acharya also spelled out some measures to curb the losses being incurred by the state-owned oil monopoly. Among other things, he suggested to withdraw the NOC system of fuel coupon distribution and stipend for dress to its staff. Similarly, the NOC employees will have to now undertake electronic attendance. The government also plans to install GPS system in fuel tankers to trace their movement.
Minister Acharya urged the agitating student unions to withdraw all their protest programmes. Fifteen different student unions had called a general strike in the Valley on Wednesday to pressure the government to revoke the decision to hike fuel prices.

The CPN-UML has so far recomended 32 candidates for First Past the Post (FPTP) and 60 candidates for proportional electoral system from the district.

The party has recommended Tialk Mahat from constituency number 2. Binod Chaudhary was also nominated by the party as a proportional representative in the previous CA. Chaudhary is the first Nepali citizen ranked in the Forbes Magazine’s Billionaire List.
Chaudhary has business holdings both in Nepal and overseas. He has invested in real estate and hotels in Sri Lanka, Singapore, Dubai and New York. The media had earlier speculated that Chaudhary would be recommended for CA candidate from Nawalparasi district.
The government has proposed a four-tier security mechanism for the upcoming Constituent Assembly (CA) election. The CA election is scheduled for November 19. The concerned government agencies briefed the Election Commission (EC) about the integrated security plan for the election. Top officials of all four security agencies – Nepal Army (NA), Armed Police Force (APF), Nepal Police and National Investigation Department (NID) briefed the EC officials.

According to the proposal, the government will form a central security committee headed by the Home Minister. The five development regions will have regional security committees headed by chiefs of regional administration offices whereas district security committees will be headed by the chief district officers (CDOs).
The government is planning to deploy 62,000 Nepal Army personnel as backup force for the CA poll whereas 54,000 personnel from Nepal Police, 22,000 from the APF and 44,000 temporary police personnel will be used for security during the poll.

The Election Commission (EC) has once again extended the deadline for political parties to submit their lists of candidates under the proportional representation (PR) system. The EC has now extended the deadline until December 30. The previous deadline expired today.
According to EC officials, the deadline was extended due to the requests by the political parties. This is the third time that the EC has extended the deadline for the PR list. Major political parties are facing a tough time to finalize the names of the candidates for the PR system due to internal conflicts.
According to media sources, the deadline was extended to give the UCPN (Maoist) a few more days to finalize the list of their PR candidates. The UCPN (Maoist) managed to win only 26 seats under the FPTP system whereas they have received 54 seats under the PR system.

2014-03-14,Kathmandu: Chief Election Commissioner Neel Kantha Uprety has said that the Election Commission (EC) is prepared to hold the local elections in May if the government announces the poll date by forging consensus among political parties and clears legal hurdles swiftly.“We hope the government will clear legal hurdles by the third week of March to allow us to work in full swing,” Uprety said on Thursday.
In an interview with the Post, Uprety refuted claims from some political parties that the constitution writing process would hamper if the local polls are conducted in May.
The UCPN (Maoist) and Madhes-based parties have opposed the ruling parties’ plan to hold the election in May, arguing that it could derail the ongoing constitution writing process.
He said the presence of elected people’s representatives at the local level would help institutionalise federalism and resolve possible disputes concerning border demarcation and allocation of natural resources.
“Both voters and candidates are already at the field. Those lawmakers assigned to write constitution need not go there even for poll campaigns. We don’t want to distract lawmakers from their assigned task,” said Uprety.
“Can a prime minister go to every village and resolve local disputes? Is not it the responsibility of elected representatives to be the part of federalism?” he questioned.
Local bodies are running without elected representatives for the last 12 years due to political instability in the government.
The EC taskforce, formed to draft new set of laws concerning the local bodies, is scheduled to submit it to the government by Sunday. The draft has envisioned 50 percent represenation of women in the local polls.

2014-03-14,Kathmandu: In their first meeting of minds since the party split on June 19, 2012, the UCPN (Maoist) and the CPN-Maoist on Thursday warned to launch a joint movement against government’s bid to hold local body election, and “attempt to revive war-era cases.”
A joint statement signed by UCPN (M) Chairman Pushpa Kamal Dahal and CPN-M Chairman Mohan Baidya states that the government is arresting their leaders and cadres in connection with war-era cases.
Reiterating their often-articulated position, both the parties said all war-era cases should be dealt through Truth and Reconciliation Commission (TRC), and that it is against the spirit of Comprehensive Peace Agreement (CPA) to deal such cases in piecemeal and through regular court proceedings.
Urging the government to free their cadres who are detained in various parts of the country, Dahal and Baidya, who worked in the same party for more than two decades before the split, demanded the immediate formation of TRC, a transitional justice mechanism.
On the local polls, the two parties presented a similar position that such elections should be held only after the “progressive restructuring of the country” through a promulgation of new constitution.
The UCPN (Maoist) is of the view that new constitution should be drafted through the Constituent Assembly (CA), while the CPN-M is demanding a round-table for the same purpose.
“It would be against the spirit of the Interim Constitution to hold the local body elections without drafting a new constitution,” reads the statement, concluding with a warning of a joint movement unless the ruling parties take their demand seriously. The government is believed to be preparing to announce the date for local election.
Leaders from both camps have said that the joint statement is a beginning of the working alliance between the two parties despite their differences on ideology.
Dahal and Baidya have been in regular talks for the last two weeks to explore the possibility of party unity or working alliance . Fearful that the war-era cases might be revived to put their cadres in detention, the two parties agreed to fight jointly, the leaders said.
“Party unification could take time, so we have decided to forge a working alliance . And it should be taken in a positive way,” Baidya said in a statement on Thursday.
After the split in 2012, the relationship between the two parties had soured, reaching to the lowest ebb at the time of the November 19 CA election. However, following UCPN (Maoist) ’s poll debacle, Dahal reached out to the CPN-M urging for the unification.
Leaders from both parties maintained that two parties will continue the working alliance in the future on the issue of new constitution. “Two parties have a similar position on the issue of federalism, forms of governance and new constitution and about imparting rights to margnalised community,” said Maoist leader Haribol Gajurel.
The Baburam Bhattarai faction of the UCPN (Maoist) has said that they are not against the party unification so long as it does not put the peace and constitution at risk. “There are still some ideological differences but unification is always better than dissolution of the party,” said Devendra Poudel, leader close to Bhattarai.
